Your reputation can not be affected by a retaliatory flag from accounts with lower reputation than yours,
and when you strike first, you increase the gap even more.
What they can do against you, is decrease your rewards.

I'm not 100% sure that's true. If it was then the account with the highest reputation could never decrease
It is true that lower rep cannot decrease a higher rep by flagging.
