Lucio Chiquito es un ingeniero hidráulico que ha tenido mucha influencia en el asunto tecnológico en su país, nació en mayo de 1916 en Cali, Colombia, inicio sus primeros estudios en su país, luego durante la segunda guerra mundial logro conseguir una beca para realizar estudios postgraduales en la universidad de Mánchester en el Reino Unido, logrando una maestría, allí mismo posteriormente comenzó sus estudios doctorales, para lo cual le había quedado pendiente la entrega de su tesis doctoral, que, debido al tema escogido, amerito mucho tiempo para poder concluirla, ya que compartía su tiempo con sus estudios y las responsabilidades de trabajo en su país; Chiquito es un personaje muy destacado en Colombia por cuanto es cofundador de tres empresas muy importantes de la nación como lo son EPM (Empresas Públicas de Medellín), SEDIC S.A. e Integral S.A. y la Escuela de Ingeniería de Antioquia (Colombia).

La tesis de Lucio aún no ha sido aprobada, actualmente él, aún se encuentra esperando las observaciones de su jurado; de acuerdo a sus resultados, afirma haber conseguido la solución a un problema matemático que lleva 2000 años sin resolver, se trata de conseguir el modelo matemático que permita calcular el caudal óptimo de un río para generar electricidad. Chiquito de 104 años, se encuentra en espera para defender su tesis, mientras tanto, como aprendió a hablar alemán a los 70 años, quiere comenzar a realizar un libro sobre la gramática de la lengua alemana.

Lucio's thesis has not yet been approved, currently he is still awaiting the observations of his jury; According to his results, he claims to have achieved the solution to a mathematical problem that has not been solved for 2000 years, it is a question of obtaining the mathematical model that allows the calculation of the optimal flow of a river to generate electricity.
