A flatter curve is hardly going to solve anything.
Look at the last graph https://steemd.com/distribution
Less than 1% of all accounts own roughly 95% of all steem power, these statistics do not include any curve, its purely what people have in steem power. So even with a flatter curve the power concentration will be huge.
And 6 months ago these numbers were about the same, so it's going to take forever for power to redistribute itself and probably won't happen because most whales are selling to buy more stake cheaper.

No whale vote experiment is temporary

How do you know that? Nothing to me indicates that it is temporary.. I mean do you want it to stop? Do you want to go back to a situation where 99% of users can't even give 1 cent upvote? I'm pretty sure nobody wants that.
