To the DAO and Splinterlands community:
I hereby bring forth the proposal, to integrate an "AMEND" feature within the pre-proposal stage of DAO voting. It has become apparent, that pre-proposals are sometimes almost at the point of being viable, but require some minor (or major) adjustment(s) to make the proposal an actual improvement for the Splinterlands ecosystem. Therefore I put forward the idea, that any player that believes to be able to bring forward a better iteration of any given pre-proposal, be given the ability to "amend" a suggested pre-proposal by burning a further 100,000 DEC. This immediately has the effect of further moving DEC towards its desired peg, but furthermore, helps to finally bring a very integral part of any democracy/republic into our DAO's governance system: Contending a proposal with a differing standpoint. The ability to voice your opposing opinion on any given subject freely, is one of the most important pillars of any truly liberal democratic system, and for this very reason NEEDS to be implemented within our DAO. Within the "Amendment" stage, the community member can bring forth any ideas, thoughts and/or concerns they would like regarding the pre-proposal in question. This means that as previously mentioned, they can alter any given pre-proposal to better fit their personal convictions, by making minor or major changes as they see fit. Furthermore, the amendment feature will also offer anyone the ability to alternatively "Veto" a pre-proposal, bringing forth any arguments why they believe a suggested pre-proposal will NOT be positive for the DAO. The ability to not only voice an objection in the comments section of a pre-proposal, but actually put it in front of the voters eyes as a counter-argument that can be voted upon, will give everyone the chance to voice their opinion freely. Unlike the actual pre-proposal, the proposed "Amendment" will only require an upvote button, since not voting is in itself a downvote. Multiple amendments can be brought forward by multiple community members on the same pre-proposal (each individually costing a further 100,000 DEC), but I suggest a limit of 2 amendments max per pre-proposal. Through this, it will not be possible for someone with large DEC holdings to flood a pre-proposal with swarms of amendments, thereby possibly hampering the democratic process and making voting increasingly difficult for the community. In terms of the actual voting stage, community members will only be able to enter 1 vote for either the pre-proposal or an amendment (only 1 amendment can be upvoted, if multiple competing amendments have been submitted). My pre-proposal serves to continually move the DAO towards a liberal and community-led governance system, that we're all (as Splinterlands players) hopefully collectively striving for. This will evolve the Splinterlands DAO into its next manifestation, showing that the development of the DAO is truly being forged by the very community that supports it.
