Curious to see the total % of participation.
This system seems to heavily weight 'no' votes.
The way I'm understanding it: 30% of total staked SPS participates (makes the proposal valid). 74% vote 'for' - 26% vote 'against'. This vote would fail correct as it didn't achieve the 75% mark?
