The Riftwatchers is a mini-deck that'll be just like DICE was. It is considered mini, because it'll have 3 million packs, that compared to normal sale, like the chaos legion is small.

Summoners
The 6 epic cards from the packs will be all summoners with 4 mana that have abilities like the Dice edition.
The new summoners, a little about them and some tips:

 | Aquatus, the Water Summoner has the Backfire ability. This ability deals 2 damage if the enemy monster misses their attack. Nice to use withl High-Speed cards like Djinn Oshannus or Diemonshark. |
 | Fernheart, the Earth Summoner has the Close Range ability that allows range monsters to attack when in the first position and also gives +1 health to all ally monsters. It would be best used with ranged monsters like Iza the Fanged. |
 | Ilthain, the Life Summoner gives +1 speed and Return Fire ability to your monsters. It'll be a nice count to ranged lineup and against summoners like Yodin Zaku or General Sloane. |
 | Skargore, the Fire Summoner gives Enrage to your ally monsters. This ability multiplies their speed and meele damage by x1.5. Nice pick for meelee rules like the Up Close and Personal, where only meele can be used. |
 | Sthispa, the Dragon Summoner gives Phase ability where magic monster will be able to miss your monsters. Huge choise for when your dealing with a magic based enemy team like Obsidian or Alric Stormbringer. |
Promo Card - Oshuur Constantia
The Oshuur Constantia will be the first promo card of the Riftwatchers set, just like Doctor Blight was the promo card of the Chaos Legion set.
Every pack purchases within the first 500k pack will have a 2% chance of gettin the promo card, with a 4% (inside the 2%) of being a gold foil version.
[Extra Tip]
You'll have a GUARANTEED promo card for every 50 packs purchased in the presale. Also you can have a GUARANTEED Gold Foil promo card for every 1000 packs purchased. So if you really want a promo card this can be you way to get your hands into one.
Oshuur Constantia will be a 7 mana mage monster that at max level will have 3 magic damage.
Look at this habilities:

- Ressurect
- Reflection Shield

How many packs would one need to buy to start maxxing out cards?

You would need to get at least 400 packs, considering getting the card that you want in every pack (but that is random). That number is because to get a card to max level, which is 10, you need to combine 400 copies of it.
What league are you playing at?
