I use both regularly, depending on the ruleset. I like the stun ability of Cyclops. At the moment, I'm experimenting with the knock out ability, and Cyclops is part of those experiments in reverse speed battles.
Goblin Chariot I use mostly for its pierce ability. In battles against Life monsters, or in Armored Uo rule sets, it comes in quite handy

Well,I thought you would say like:"I don't use them often"as I don't see many people using those cards.But still,I find them useful,specially like you said the Stun ability of Cyclops can be very useful for reverse speed battle.I have noticed that 'Cyclops' can stun a monster more frequently than any other monsters with stun ability.I don't know whether it is true or it just a feeling.
Goblin Chariot on the other hand,is like a good range attack monster even without the piercing ability and it can be useful for odd mana games.Thank you for visiting my post mike and letting me know your opinion.People like you keep me motivated.
