This is my opinion, and many will hate me for this, but I choose 8. Yes the George Floyd thing happened but that only represents the small population of cops. The ones who killed him are murderers but many of the other cops seek to protect the population. This is why I give an 8.

I have just seen good police officials in news or social media. People whom I dealt with were greedy and just looking for opportunity to ask for bribes.
police are the worst in my country. i would give it 0 instead of 1

We pray to god that we do not encounter them. They have really bad reputation and majority of them are for taking bribe and extorting money instead of upholding the law.
Why still 5 instead of 0?
Because they are not the only one who are corrupt.
