SPS Governance Proposal - Expedited Proposal Guidelines

Intro

The purpose of this proposal is to address a concern that has been brought up several times now, which is that there are occasions where a draft phase for a proposal may be unnecessary or slow the DAOs ability to react in some situations. I've debated ways to address this internally as I genuinely don't like the idea of consolidating too much power into any one individual in a DAO.

I briefly considered getting the treasurers involved in this process, but it didn't really seem like an ideal fit and we've already empowered them with the ability to shut down and withdraw funds from LPs in emergency situations. Since we will soon have an elected Chairman, @dejota suggested we should involve them in the process of determining when to skip a draft phase and expedite a proposal.

I agreed it makes sense and began considering how this could be done as efficiently as possible. Will the DAO agree that this is a pertinent issue and find this solution acceptable? We'll see. If not, perhaps some discussion on the issue will lead to an even better process.


Proposal

If this proposal passes, the DAO project manager may present a draft proposal to the SPS Foundation board for consideration when a situation may warrant a swift response. Any available foundation board member will review the draft and if they agree that the situation requires an expedited response, then a proposal may skip the draft phase and proceed directly to the 7 day official voting period.

Love the initiative. We need the ability to react FAST when necessary or in an emergency. The process can be further refined as needed.

It is true that some proposals do not require a draft process.
Just let the foundation review it.

Seems fine to me being that it's still going in to a week long proposal phase.

It's still up to a shareholders vote, so I think it's ok. This ability can be taken back at any time through another shareholders vote if abused, so I don't see a worry here.

Did I miss something about a Chairman?

No from me.

Don't feel strongly either way. Pros and cons to both sides of the argument.

I don't feel too strongly either. We'll see how it goes.

Good approach to make the DAO voting process more adaptable to time-sensitive issues. Pre-proposal stage is for gathering feedback and fine-tuning before the final proposal, so I'm assuming no edits would be allowed during voting period if we used this expedited process, correct?

I also think that there should be a limited mechanism for an even more expedited proposal process to react to exceptional circumstances... but with a higher threshold. (For example, if you have an urgent expedited proposal and the votes within 24 hours are sufficient to pass even if all unvoting stakes were to vote against, then taking 6 more days for a mathematically certain event seems unnecessary)

Hello. Please tell me, please share a link to the material where the entire architecture and algorithms of what you are proposing to "fix" are clearly described in detail. Such material should be simple and popular, preferably with diagrams, tables (infographics), etc., all aspects of "SPS Governance" and all about "Propositions" are explained.

This is more of a procedural guidelines proposal than anything. You can find the current guidelines linked on the voting page at the top, but here's the current guidelines:

They should be up to date with current terminology (we used to call them pre-proposals but that got confusing) and reflect the last guideline adjustment proposal.
