60k is way too high for the mentioned position in my opinion.
Because of the constant delays in this project, as an alternative I would suggest the following:
30-40k salary and the rest, 20-30k (is a bonus)
Before setting up a DAO vote in order to hire him, he should provide us with targets based on the S.M.A.R.T concept = Specific, Measurable, Attainable, Relevant, Time-based.
If in 1 year, he manages to achieve everything he presented, give him the bonus. If he does not manage to achieve everything, than there is no bonus.
if we enacted the S.M.A.R.T principle for the SPL company,
they wouldn't get a single Bonus Dollar ever
