Correct, it depends among other things on the voter's Steem Power - however a number of other factors influence the final payout, such as how many other posts the person has upvoted (that can dilute the value of their upvote to you), etc.

I notice that on my posts where I exhibit my modeling and photography work, I get an enormous number of upvotes but virtually no money. While this actually isn't the way it works at all, it's hard not to feel "oh, so everyone wants something for nothing." And then one of my posts had only a few upvotes and the single largest payout I've earned thus far (which was still fairly modest).

Since there are so many new users at this point, it seems that it's much more important at the present moment to get those few lucky upvotes from users with high enough Steem Power to actually make their vote worth something. That should change as over time the new users gain SP. But unfortunately for now, traffic and visibility matter less, and it's more of a lottery than anything.
