In our split second decision making, we notice the owner of the dog is wearing tzitzot and a Sukkot t-shirt. This tells us he is a God-fearing man and is unlikely to sic his big German Shepherd on us without at least some conversation. If we're wrong, at least we're wrong in assuming the best of a man clearly out patrolling and not hunting us. The behavior of the dog was not aggressive but curious and as long as we do not threaten him or his master (or run away, which looks guilty and would make these two much more likely to be suspicious), there's a good chance we can benefit from the interaction. Standing still is unlikely to be of much use since the dog doesn't need to see us to know we're there and the man is unlikely to pass up anything his dog is curious about.
