Yes I have, you will need a way to change your fiat currency into crypto currency and then exchange that for Steem.
Depending on where you live there are many choices. Coinbase is one exchange that allows credit card and bank transfers to buy Bitcoin, Litecoin, and Ethereum. They do not support Steem (yet).
But once you have a crypto currency you can exchange it to any other crypto currency via Poloniex for example.
Also, look into Changely.. I haven't used that one but I understand it also accepts credit card purchases...
