because you voted at the same time then others. you'll need a few hundred steem power to move the needle on new post.

But usually, the more money a post already have, the more money they get for new votes coming in. So if your voted gives a few cents on brand new post, it might gives a few dollars on already popular post. It is design this way to protect against spam
