Because I do a lot of voting on smaller accounts, I used to see a lot of new user votes getting turned to dust, and benefiting no one. The person that voted on my comment to them, would have wasted one of their potential reward votes, but people being people, appreciate when someone visits their post, and comments and votes on it.
