Yup, the bidding process is completely independent of distance, country or belief.

Only thinks required are:

• talented writer
• extensive knowledge of Warhammer 40K lore
• mid-level English grammar
• relatively good social skills
• Understand that your writing will be looked at by a lot of people

just read the part about bidding if you're interested, or know someone who would be.
