The European Commission announced that it has concluded a partnership to encourage the development of the block chain. Twenty-two countries, including major European countries such as the UK, France, Germany and Norway, agreed on the partnership.

The objective of the partnership is not only to encourage technological innovation but also to align the regulations of each country. Block chains can communicate information across the border like the Internet. It is necessary for each country to share the direction of information regulation, such as what information is recorded on the block chain.

Partnership member countries will use block chains as a communication infrastructure to share data on government with citizens. It is expected that it will be able to provide higher quality public services by partnership.

Committee member Mariya Gabriel reported that he was already successful in demonstration experiments using the block chain in the financial sector. We are planning to further utilize it as a communication tool in the field of regulation report, energy and logistics.

In February of this year, the European Commission has set up a specialized team to promote the development of the block chain, and more than 10 billion yen has been launched. Furthermore, by 2020, 40 billion yen is secured as a budget for the technical development of the block chain.

While it is expected that life will be enriched by block chains, there are things that alarm bells to violate the privacy of citizens if they make mistakes in their usage. Lightstream's Michael Smolenski said it should limit the types of data to be recorded in the public chain the governments are trying to build.

"Data to be recorded in a block chain should only record data that can be publicly disclosed, data that may violate the privacy of individuals should not be recorded. After recording on the block chain, Because people can browse from anywhere. "

Data regulation on the block chain has a big influence on whether the government's public chain will succeed or not. Since it is extremely difficult to erase the data on the block chain, it will be necessary to carefully discuss the issue while taking into account the characteristics of the technology.
