I applied to be whitelisted simply to boost any @paywithsteem posts I decide to make and got the lowest rating. Any specific reasons why? I am the owner of @paywithsteem btw so I am talking about boosting announcements etc

Because the system works only for the authors. If you want to promote paywithsteem - then you have to get whitelisted with paywithsteem
So it differs between author and the one who buys the upvotes? So for example I can't post that much stuff but I use to buy upvotes for my girlfriend and handle her money stuff so that she can concentrate on art. Now the question, which account need to get whitelisted in this case?

The account that receives the votes has to be whitelisted - otherwise it could be exploited.
