My personal strategy is looking at the people who interact with the people I follow. Are they providing good content and comments? Are they active with promoting each other and such? Typically I prefer interacting and following the people who I know will help build each other up, rather than just only being into their own page and stuff.

I see, I'm not really after for any "building each other up" behavior. If only we'd value the good content creators and nothing else, this place would already be in mainstream.
Definitely. That was the problem when STEEM values were so high. People flocked here as just a cash grab and posted GARBAGE and polluted the site with it. Better with low values for that.
