One thing that Bob may want to look into, is also having local trade organisations participate. Their involvement would be very minimal, but very useful.
If you create a smart contract that allows them to add a signed record to the blockchain that effectively says that they vouch for that tradesperson in a particular set of disciplines until a certain (renewal) date, that would allow your application, and your userbase, to be sure that their tradesperson is adequately licensed without having to check credentials that may be easy to forge or may be difficult for the layperson to grok.
Revocation could be handled using a similar record.
This does mean that there's influence from a third party, which does sound like a bit of centralisation, but it's a third party with a vested interest in generally keeping things legit, and having an independent third party vouch for safety, compliance and other certifications can't hurt consumer confidence.
Either way, it might add to the benefits you're providing your customers.
It'd be good to use an existing framework or create something general purpose for other folks looking to implement similar stuff in different areas or industries.

I like the part where he said that when he heard that steem has a real case scenario, no transaction fees and 3 seconds transaction time; it blew his mind and he came to the conclusion that steem is the right blockchain for Bobsrepair.
That's a plus for Steem

Would such a system have an arbitrator? There are some customers that scam the repair companies as well. How would that situation get resolved?
Both the contractors and customers are able to leave reviews about each other. And both will have an established reputation much like with Uber or here on Steemit. If your reputation is terrible you'll be less likely to find a contractor who is wiling to work with you.
That makes sense. How about the weight of the reputation vote? If it's going to be similar to steemit, then there will be similar wale wars.
Good idea I think immutable reviews is important, I hope you do take down homeadvisor if their allowing for people to buy and remove reviews.
Never heard of Bob's Repair before this interview but I'm really digging the application of blockchain technology for practical, real world use cases that can capture the attention of your average person ( and not just your average crypto maniac).
