The three problematic things i see here are:
As you point out here, the leasing of Steem Power. It does promote a change of vote behavior, simply because people who pay the lease don't want to end up with a net loss. The problem is the leasing of Steem Power.
The selling of votes, up or down
And the setting up of large account to mine the reward pool with bots.

So what you are doing is shining a light on one of the problems which is great. Engaging is the key to peaceful resolution of the issue and a more agreeable outcome for everyone : )
