I think the answer is no, because at 50% voting power one vote only reduces voting power by 1% vs at 100% voting power a full vote reduces voting power by 2%. Thus we could make twice as many full votes with a steady 50% voting, but they would only be worth 1/2 as much. Thus the amount of rewards we distribute stays constant.

Wow, that's for sure interesting what you say here. I don't think it's 100% right but it is true that voting power reduces less when less strong. Eagerly awaiting the better comment on this one.

You are mixing voting power and voting strength. If u vote at 100% vp and 100% vs then u give 1$ vote. At 50% vp and 100% vs, you give .5$ and still lose 2% vp. At 100% vp and 50% vs, u give .5$ vote and lose 1% vp
No this is not true. A 100% vote with 50% voting power reduces your vp by 1%
100% vote will always deplete 2% voting power.

You lose 2% of your current VP, not 2% of your max, so if you vote was cast at exactly 50% of total VP and you did it at 100% weight, you would lose 2% of your current (1% of your max) and would then have 49% VP.
You're correct that VP is still reduced at the same rate as in HF19. When you cast a 100% weighted vote, it reduces your VP by 2% of your current VP. Therefore, your vote of 100% weight at 50% VP would be worth $0.50 and would only take 1% (of 100) of your VP. So you would be at 49% VP after the vote.
In other words, if you start from 50%VP and cast 100% weight votes, you can give twice as many votes that are worth half as much as if you had started casting them at 100% VP.
Does that make sense?
