first: remind that, apart from you that are witness and do steem full-time, most of us are starting on this so don't change the rules constantly or it would be worst for us to understand this....try to change the rules just once a month or once in every 3 months, otherwise it becomes the chaos for the person that comes here once in a while

I certainly don't want to change the rules more than once a month simply because otherwise there's not likely to be enough data to judge the impact of the change. Also, it takes time to reach witness consensus on these kinds of changes. Right now, the first changes I want to make are ones that bring the actual rules of the blockchain closer to what I think are the expectations of users who aren't very familiar with the platform. I'm sure most new users have no idea that they are sacrificing their curation rewards by voting on posts early in the 30 minute window.
what is the best time to vote? 30 minutes?
if you're trying to increase your curation rewards, yes. But you have to have the patience of a saint.
