You can also buy steem on an exchange until that problem is fixed.

Hi, have the same problem but if you want you can still buy steem using your credit or debit card via Changelly.com. This platform requires the card to have 3D security parameters in order to work

I can't say I know which one is cheaper, try using Blockchain first and if it doesn't work then use Changelly.com.
