Reputation is ultimately based on SteemPower anyway, so saying
function of BOTH Steem Power and reputation score
Is like saying "both Steem Power and Steem Power".
This is not a good idea or a solution.

Accounts with strong steem power can vote you up or down which will have a greater affect on your reputation then small accounts voting.
