It's a lot rarer these days as most of the people with enough power to pull this off are silent investors or sold a large share when the prices were high. Hopefully over time these users will dilute their stake again and disappear from the platform. They seem to think that because they were here earliest and have massive stake that they can do as they like but in reality they are a dying breed and have been getting left behind as the userbase expands and the STEEM distribution evens out.
As time goes on there will be more people here with a lot more stake and their actions will be irrelevant. Combined we will have enough SP to downvote them out of view.
You would think that since they have a lot of STEEM that they would have the most to gain from creating a welcoming platform and a good blockchain but in every walk of life you will find people like these. Thankfully it is the minority.

I've seen the numbers over the past year and the whales stake is dropping every month. There are a large number of new dolphins and minnows compared to last year so the balance of power is shifting. Slowly for now but that will change exponentially as we have a lot more say in where the reward pool goes over time.
