What if I don't have what it takes to implement the idea, but just the idea? Is revenue from an idea only for those who can implement it, or those who can find an honest partner who can implement it? Is the idea on its own without value then? And if it isn't, how can I get rewarded for the idea on its own without a patent to sell or share?

Patents don't promise revenue or success either, they only give governmental permission to sue other people. There are innumerable models people have developed to answer your question, so I'm afraid the best I can do is offer a e-book link ad tell you that yes, an idea on its own is without value until someone can implement it. You don't own other people, and have no authority to dictate how they may implement ideas.
