Can you send a print screen of the time he said that? I went to his twitter and didn't find anything where he relates powering down to crypto fund, he mentioned crypto fund but didn't say he was powering down because of it...
But of course it's because of that. No need to have 4 million STEEM. So sell off makes sense
The way you said it i was thinking you were 100% sure, so you just read between the lines... We can never know for certain unless he says it! Even Bitconnect didn't go down in 1 day, there were some people that bought even when the price was low... I'm just saying, i like to play it more on the safe side then to speculate on what is happening, even though i did speculate in a post about the reason he is powering down
