If any comments are added to a MEME that are original, it falls under fair use. This platform is about curation of good content. Good content is usually popular because it is good. You can not say that it does not add value, because funny is valuable. You can not say that it shouldn't be on the platform, because it is curation. The best MEME should be collected and displayed on this platform, it adds value. The people who made the MEME in the first place, they have made their money, they have made their fame already. Sharing their content, is free publicity. Everything is already paid for. That is my opinion.

"Fair use" is only applicable in Common Law not in Civil Law. So you have to restrict the existence of the blockchain to the US.
