I agree that your time can be spent in many better ways than reading emails. You should value your time more than anything else. However, nobody else values your time. If you are asking the sender to put a dollar value on THEIR valuation of the receiver's time then there may be issues.

No. We're asking that the recipient place a value on his own time, and if the sender isn't willing to pay it, he is blocked from sending the email. That's a perfectly normal business transaction. "If you're not willing to pay some minimal amount for my time, then there is no reason for me to listen to your sales pitch or proposal."
Imagine if we had implemented this for the phone system years ago. We could have avoided all of those annoying telemarking calls (and scams) around dinner time. LOL
