I've had a look at reseteemed posts on the resteem services page. I don't think they are getting any real exposure. None of them receive large upvotes, all of them receive hundreds of dust votes.
Some people are using resteem services to inflate the number of upvotes they get so that when they bid-bot themselves up to trending they can claim people actually like their content.
