Quality content is very subjective. What defines quality content? It's like trying to define beauty. What may be quality content to one person may mean diddly-squat to another. Out of the top earners, how many people consider their content of high quality? I know it's very subjective, but I've seen people put up quality posts and are rewarded very little, while other put up total garbage and are monetized greatly due to how the rewards system can be gamed. The great thing about steemit is you ARE going to see how the true free-market really works where there is absolutely no oversight or regulation by any government agency and anything goes amongst people who are interacting voluntarily. So what will happen will happen, but don't expect things to be fairer in the future. However I could be wrong. Maybe people heavily vested in this project will look at the long-term and try to make some tweaks. However most people are short-sighted and don't have the ability to think long-term!
