No, because in my innocent mind I want to upvote things I like. I can not tell if I like something until I see it.

Control of Comments:
Feels pretty duh. OP starts discussion OP should be able to control the discussion. Anybody can start a conversation on his block and relate to an article (where he might be blocked). So you do not really censor people.

yeah, that would help get more people to steemit, 1% of lifetime earnings to inviter would not hurt anyone but be a great incentiv

PPV sure can be tricky BUT if somebody cheats on you once with PPV, then you wont upvote him again.

Lets say somebody makes a post 'FREE [whatever] wit hthis method'. If you like [whatever] and upvote and its really that - then you know you can trust the guy.
If not - skip it. Also i think only estavblished authors could have it.

There are blogs where you subscribe by paypal for "hidden" sections, this PPV would solve this in crypto scene.

I didnt come across any of those hidden section , yet. BUT Im really new. Paypal on steemit sounds really uncool, I have to admit.

I just feel like a few people "forgetting" to upvote is not as bad as having posts I have to upvote to read. Radical example would be a political discussion where somebody has an opinion that I absolutly not agree with and do not want to support. I stil want to know his arguments, so I can argue against him, but I dont want to pay him for that.
