not implemented at the blockchain level, go see my reply to Roe the Doe, that's essentially like a smart contract between an enrolled and a designated mentor (you don't nurture...you don't get paid) and 10% of say 500 Steem is very handsome to long term mentor 100 Steemian! Hell 10% of 50 Steem is amazing...if you say hook up 1000 noobs to get going quickly.
we can even get rid of any referral signup so it all freedom and free-will and stuff, lets say we make the mentoring designation voluntary.....Steem (or Steemit or Busy) ask the new user, who asked you to join (even have a strong disclaimer at signup if you want to designate a mentoring payout person) and if they leave it blank, then say the blockchain makes it 100% random to a qualified Steemian - standard and setting set by witnesses
heck even better people can designate a mentor after signup up....say they get 3 attempts to change, then it locks in the 3rd and final one
