In the end it's basically a guess. The point here is that it's more costly to generate fake accounts with Steem than Bitcoin, etc... You either need to mine your accounts into existence or generate fake facebooks accounts which is slightly tedious. If you see arhag's comment, this is still probably an overestimate and the total active accounts in the last 7 days might be more realistic. The order of magnitude should be correct though.
