So by defination of steem
Steem is a blockchain-based social media platform where anyone can earn rewards.
I am pretty sure by anyone founder's would have never meant bots. Steem is a social platform and who would like to interact with bots for socialising.
But now steem is turning into a bot-battle
Upvote bot
comment bot
downvote bot
joke vote
quote bot
image bot
and the list continue to grow...
All these are deteriorating the user experience of the site.
What I propose is to limit the number of upvotes and comments just like number of posts.
If a particular user exceeds the number of set upvotes / comments then he should be presented with a riddle or a task like who was the author of a particular steemit post and after answering it correctly he will be able to comment /upvote.
Hope developers come up with some measures to stop this Bot-fest.

I actually like isaac.asimov bot, he's useful. Not sure why he's being targeted for downvoting.
I agree that Steemit is starting to look like the battle of the bots. I don't really agree with the preventing bot upvotes and comments with human verification tasks. These can be circumvented simply by paying a human to solve them if not by other means. It will just become a case of he who has the most money and/or can last the longest wins and will still profit.
I think a better approach would be finding a way to make it less profitable for bots that are not contributing to the development of the community. With comments that is fairly easy, just downvote the comment.
The much harder problem to solve will be bot voting. The antispam (Not going to add the @ because it might decide to look my way, lol) bot has even targeted some users posts that are obviously original.
