Wait, I'm confused. I thought the Lord ordered people to kill innocent children who had nothing to do with someone else's transgressions?

Why wouldn't the Lord just punish people individually according to their sins instead of aborting little kids who had nothing to do with the transgression? Is it moral, just, and righteous to murder some innocent kid for someone else's crime? Is God moral, just, and righteous? Can Rayel therefore be God?
