There need be no rules for God because He is perfect, just, omniscient, righteous, and He is governed by His perfect nature.

Truly, God's existence is inexplicable.

Your post is a beautiful exposition on this:

Verily, verily, I say unto you, He that believeth on me, the works that I do shall he do also; and greater works than these shall he do; because I go unto my Father. (John 14:12)
