That's perfectly fine.

This user is visiting a contributors posts and commenting on them. In their comments, they are putting links to their own posts that are not relevant to the topic of the post. Self-promoting with links in comments isn't appreciated by many users and can lead to the commenter getting flagged so I tend to warn users when I come across their comments.

I'm going to use your question here to expand a bit and give an example:

The post was from @steemitmag and the post was a recipe for Spicy Vegetable Noodles. The comment in question was from @kyleb15 and the link provided was to his post that was about Cosplay Photography.

Unless a contributor invites commenters to post unrelated links it is considered "self-promotion" or "post hijacking".

This has caused a number of users to lose reputation in the past when their comments are flagged by @dantheman and others that have a large impact on reputation scores.
