You are correct in saying that comments do not get upvoted, only content. Removing authority right now is simple with steempy:
steempy disallow steemdunk --account <your account>. I don't see any other web related service that removes posting authority (SteemConnect might support it). There are guides on Steemit that assist you on installing steempy if you don't have it.
