No, this is not a bot, it is in some way a "resteem" service, but not with the goal of making money for @classifieds, it is here to help promote all the business101 posts that we come across on Steemit.
The purpose of using "classifieds" as a tag is to make it a lot easier to in future for Steemians to find what all is out there on Steemit. To get some uniformity in the posts that are selling/buying/hiring/offering a service or product.

How do we manage the page?
Well, we search the various posts out there by various tags that people use, from business, to selling, buying, offering etc etc etc and try to find posts that are relevant to doing business101.
Not an easy task sometimes, not hard labour, but just frustrating at times because there is no one tag that people are using to make it easy for Steemians to find what all is out there in the form a "Classifieds" add.
So, here we are, trying to make a small difference and hopefully as things move along, people will see the necessity to start using a common tag "classifieds" for their classifieds here on Steemit.
Once this tag becomes so common that everyone posting a classifieds add here on Steemit, the page will be obsolete, or can move on to promoting business ideas and so on, til then the goal is to achieve the most of what we have at our disposal.
& no, this page @classifieds shall never become a whale or upvoting service, no need for that at all.
