No, because the "Proof of Work" System in IOTA functions like this -> in order to send one transaction every device needs to "Proof of Work" two previous transactions from the network. When that task is complete than you are able to send one transaction but you always have to calculate two transactions from the network. Therefore spamming is not profitable because you have to give more computerpower (calculate two transaction) than you will receive by sending only one transaction. I can't imagine that those people you mentioned didn't figured that out its not hard to understand.
