I’d be leery of this manufacturer. Bullet proof is a misnomer, that’s why bullet resistant or body armor is used by reputable manufacturers.

This isn't meant to be body armor this is meant to be everyday clothing. There are different levels of protection standardized by the NIJ which all of these have the highest level of protection for everyday wear which is IIIA. I may have forgot to add the link to the test the first time around though
So I guess technically you're right to say that this isnt 100% bullet proof but nothing is and this provides the highest level of ballistic protection you can possibly get.
