It might be a good idea to ALSO add a feature to the app which locates (via GPS) the nearest police station in order to minimize the time between the bike being stolen and connection with the proper authorities who will need to then get involved to retrieve the bike in accordance with proper legal process in the jurisdiction of the theft crime. I have had a $500 mountain bike stolen in a foreign country, and having quick access to the proper law enforcement contact would have made me feel more assured and safe that the bike would be properly retrieved. Wish I had had a device like this then, as post-theft emotions run high, and having the proper information on how to proceed will go far in off-setting the counterproduction emotional and behavioral reactions to this type of crime.
