I guess 0.001 SBD charges are probably not charges but perhaps the need to put some figure due to the way it's coded.

0.001 probably diffuses much of future bot spam to create that comment.
Umm, I don't think spam will be an issue for this or 0.001 is any deterrent to it. But may be it's something like that.
I think you underestimate bot farms on STEEM. It’s jsut a form after all, why wouldn’t a spam bot farm automate that on its thousands and thousands of posts?
5k $0.03 comments every day does add up. To achieve that they probably need 30-40k comments.
Addendum:* Look at my comments, and those of other mods. All our comments receive 1-4 upvotes from curation maximizing accounts. Just frontrunning the Steemhunt review reward we receive.
Well, I don't consider these as a "spam upvote" ...if there is some term like that!
Let everyone maximize their curation (including bots).
They merely mean that maximizing in volume is an absolute reality on Steem. And one of mostly underestimated proportions.
Yet servers have to be paid to operate as well.
