Accounts can not be terminated, there is no central authority that could do this on the blockchain.
Yes, keeping these abuse-patterns under control is very difficult, flagging and removing support to those players is the only defense mechanism this community has.
Luckily some whales are starting to pay attention to protecting the reward-pool.
