Seriously? I flag whenever it is necessary, alltough I dislike downvoting because I think if people don't like some content that should filter and mute when it is the case. Spamming is a major thing in steemit community that is affecting being here. People come here for money mainly, how do you avoid people spam? I guess flagging it isn't enough, there should be witnesses kicking these people out or a system should be created to get rid of spammers.

Really, for new accounts that don't understand Steemit, a few flags with explanations that 'F4F' spam and the like isn't tolerated, is highly cautionary.

For scammers, we have a system in place.

"Through the addition of ​negative-voting it is possible for many smaller stakeholders to nullify the voting power of collusive groups or defecting large stakeholders."

Flagging as part of a program of scam and bot removal is part of the responsibilities of a good Steemer.
