Yes, it will take quite some effort!
I still reject the idea of a single list though. The current "decentralized" approach of many lists managed by different individuals does make sense to me.
Maybe you could help getting something off the ground that collects those individual lists and makes them searchable, in return allowing for say, a browser extension that displays warning levels based on those lists next to usernames.
I'm in favour of multiple lists. Just need some way to make the data accessible. It should be used for guidance really. People can do their own checks if it indicates an account could be bad. It's just an idea for people to play with. I may look into implementation details when I have time
