Can anyone help me understand what these parameter are?
- Is signingKey from creator?
- How many fee should be provided here?
- How many delegation should be provided here?
- Does this piece of code means that if anyone registers and creates an account from steemit.com, the operation will cost some fee from 'a-common-preset-account' ?
