This could be done in several ways but I would like to have it so that users can choose if they are willing to Ship Internationally and then have the script match them based on Reputation/SP level with other Steemians.
International shipping is typically cheap for lightweight objects. It's the heavy ones who are extremely overpriced. So one might want to ship a small item, but not want to ship a heavy one.
